A footwear order is not a quantity, it is a size run. The same article in eleven sizes needs eleven sets of cut components, each nesting differently on material that varies by hide or roll. Cost per pair therefore moves with the size mix actually produced, not the one quoted, and a run that finishes short in the common sizes leaves the rest unsellable.
